Lukashevych Vitaliy Grygorovych (born March 7, 1948, Kiev) is a Ukrainian jurisprudent, criminalist, and retired police colonel. He started his working activity in July 1966 as a fitter and soon he became a mechanical engineer of signal service at Michuryn’ska railway division of alarm and signal service of Southeastern railway. In 1967 he graduated from Kyiv vocational school of rail transport (there he got the qualification of electrical technician of wire communication). In December 1967 Vitaliy Lukashevych was called up for military service to the training sub-unit of the detached regiment (in the town of Gostomel, Kyiv oblast) with the specialization of secret telephone communication equipment. In 1968-1969 Vitaliy Lukashevych served in the Republic of Cuba. There he received a Letter of Commendation from the Ambassador Extraordinary and Plenipotentiary of the USSR in Cuba Soldatov A.A. In 1970 he started working in the criminal investigation and expert and criminalistic sub-unit of Darnyckyi district department of Home Affairs in the city of Kyiv. In 1975 Vitaliy Lukashevych graduated with honours from Kyiv Higher School of Ministry of Home Affairs of the USSR (today it is National University of Home Affairs). There he got the qualification of a lawyer-jurisprudent. From 1974 till 1992 Vitaliy Lukashevych worked as a tutor, assistant professor, associate professor of the Criminalistic Subdepartment, and then he became the Deputy Dean of the Department of Training Middle Managers for Bodies of Home Affairs of Ukraine at Kyiv Higher School of Ministry of Home Affairs of Ukraine. In 1980 Vitaliy Lukashevych defended the thesis on the topic “Criminalistic aspects of studying criminal groups” at all-USSR Institute of studying the reasons and developing the crime control measures (in Moscow) and a degree of a candidate of law science was conferred on him (speciality 12.00.09). In 1988 Vitaliy Lukashevych was awarded the academic rank of an associate professor. In 1988 as a member of composite police detachment Vitaliy Lukashevych secured the public order and public safety in the Republic of Armenia. He was awarded with the decoration “High Achiever of Police” by the Minister of Home Affairs of Armenia. In 1992-1994 Vitaliy Lukashevych was the head of the Republican educational and methodical centre of Ministry of Home Affairs of Ukraine. In 1993 in the specialized academic council in Kyiv University named after Taras Shevchenko Vitaliy Lukashevych defended the thesis on the topic “The fundamentals of the theory of professional communication of an investigation officer” and he was conferred the degree of Doctor of Law (the speciality 12.00.09). From 1994 till 2002 he was the first vice-chancellor of Zaporizhzhia Law Institute of the Ministry of Home Affairs of Ukraine. In 1998 Vitaliy Lukashevych was awarded the academic rank of a full professor. In 1999 he was given the title of an Honoured Lawyer of Ukraine. Since 2000 he has been a member of the Council of Law Education and Science of Higher Education Establishments and Academic Institutions of Ukraine. Later he became the head of Zaporizhzhia regional department of All-Ukraine social organization “The Council of Representatives of Law Higher Education Establishments and Academic Institutions”. In 2001 according to the Order of the Republic of Azerbaijan’s Presidential Supreme Certification Commission dated March 9, 2001 №29 Vitaliy Lukashevych was included in specialized council of defending Candidate’s dissertations. In 2001 by the resolution of the board of directors of the American Biographical Institute (the member of the Association of Southern Publishers of the National Association of Independent Publishers of the USA) was afforded the honour of being included into the 10th anniversary commemorative edition of selected biographies ‘500 Great Leaders’. In this edition they included the biographies of those who contributed considerably into social and professional development of a certain branch of knowledge and played an important part in the life of the society. Since 2003 he has held office of the first vice-chancellor, the first vice-chancellor of legal support, the head of the Subdepartment of Criminal Procedure and Criminalistics in the Institute of Law named after Volodymyr Stashys in the Classic Private University (Zaporizhzhia).〔Кафедра кримінального процесу та криміналістики. He took an active part in discussing this charter and in confirming it at the session of Zaporizhzhia town council. In February 2012 Vitaliy Lukashevych became the head of Zaporizhzhia Local Centre of International social Organization “The Congress of Criminalists” (Kharkiv). Nowadays the main areas of Vitaliy Lukashevych’s scientific activity are criminal procedure, criminalistics, juridical psychology, criminal law, administrative law, professional pedagogics. At present time Vitaliy Lukashevych is the chief editor of scientific production journal “The State and Regions” (series ‘Law’). He is a member of editorial boards of the following issues: the Bulletin of Zaporizhzhia National University (Law Science), the Bulletin of Zaporizhzhia Law Institute of the Ministry of Home Affairs of Ukraine, the subject collection of scientific studies of Zaporizhzhia Law Institute under the title “Information Technologies and Information Security”. Vitaliy Lukashevych is the head of Specialized academic council of defending Candidate’s and Doctor’s dissertations in specialities 12.00.08 and 12.00.09 in Classic Private University (Zaporizhzhia). In early 90s Vitaliy Lukashevych was one of those who originated the development of the system of departmental education of the Ministry of Home Affairs of Ukraine. First personally and then as a member of working groups of the Ministry of Home Affairs of Ukraine he worked out the Conception of developing the departmental higher education (in 1993, 1996), educational and professional programmes, the grounds for introducing new law specialities: law-enforcement activity, criminalistic examination, procedural criminal activity, executive criminal activity. All the specialities mentioned above were introduced at the qualification levels of “junior specialist” (“associate”) and “specialist” by the Decree of the Cabinet of Ministers of Ukraine № 325 dated by May 18, 1994 and № 507 dated by June 24, 1997. 2 Doctors of Law and 15 Candidates of Law defended their theses under Vitaliy Lukashevych’s guidance. At the moment he is a scientific adviser of 8 doctoral candidates, postgraduate students, military advanced students and applicants for the degree of Candidate of Law. Vitaliy Lukashevych is the author of more than 260 published works, among them there are 6 treatises, 14 tutorials.
